The law requires that an applicant for such an absentee ballot shall submit an application setting forth: (1) his/her name and residence address, including the street number, if any, or town and rural delivery route, if any; (2) that he/she is or will be, on the day of the school district election, a qualified voter of the school district in which he/she resides, that he/she is or will be, on such date, at least eighteen years of age, a citizen of the United States and has or will have resided in the district for thirty days next preceding such date; (3) that he/she will be unable to appear to vote in person on the day of the school district election for which the absentee ballot is requested because he/she is, or will be on such day (a) a patient in a hospital, or unable to appear personally at the polling place on such day because of illness, or physical disability or, (b) because his/her duties, occupation, business, or studies will require him/her to be outside of the county or city of his/her residence on such day, (c) because he/she will be on vacation outside the county or city of his residence on such day, or (d) absent from his/her voting residence because he/she is detained in jail awaiting action by a grand jury or awaiting trial, or is confined in prison after conviction for an offense other than a felony. Such application must be received by the District Clerk or designee of the trustees of the school board at least seven days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter.

NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2023-2024, exclusive of public monies, may be obtained by any resident of the District during business hours beginning TUESDAY, MAY 2, 2023, in the school business office. A report of tax exemptions, showing how much of the total assessed value on the final assessment roll or rolls used in that budgetary process is exempt from taxation, shall be annexed to the budget document.

The Education Law also makes special provisions for absentee voting for “military” voters of the District. Specifically, the law provides a unique procedure for “military ballots” in school district votes. Whereas absentee ballots must be received by the voter by mail, a military voter may elect to receive his/her absentee ballot application and absentee ballot by mail, email or facsimile. The military voter must, however, return his/her original military ballot application and military ballot by mail or in person. The Clerk of the Board shall transmit the military voter’s military ballot in accord with the military voter’s preferred method of transmission not later than 25 days before the vote. The Clerk of the Board must then receive the military voter’s military ballot by mail or in person not later than 5:00 p.m. on the day of the vote.
AND FURTHER NOTICE IS HEREBY GIVEN that an Application to receive a military ballot may be requested from the District Clerk; however, the original signed Application must be received by the District Clerk not later than 5 p.m. on April 21, 2023. Additionally, the military voter must indicate their preference for receiving a military ballot by mail, facsimile transmission or email. If a preference is not indicated, the military ballot will be transmitted by mail to the military voter’s district residence.

3. Proposition #3- Bus Reserve
Shall the Board of Education of the Indian Lake Central School District be authorized to establish a Bus & Vehicle Purchase Reserve Fund pursuant to §3651 of the New York Education Law in an amount not to exceed $500,000, with a probable term of ten (10) years, for the purpose of financing the acquisition of school buses and vehicles; with such Bus & Vehicle Purchase Reserve Fund being funded with (i) year-end budget surplus funds known as unassigned fund balance, as available, (ii) transfers of excess monies from
Board of Education reserves, and (iii) amounts from budgetary appropriations from time.
4. To elect one (1) member to the Board of Education for a five (5) year term commencing July 1, 2023 and expiring on June 30, 2028 and to succeed Jodi Seymour, whose term expires on June 30, 2023.

The Clerk of the Board shall transmit the military voter’s military ballot in accord with the military voter’s preferred method of transmission, or if no preferred method is identified by mail, not later than 25 days before the vote. The Clerk of the Board must then receive the military voter’s military ballot by mail or in person not later than 5:00 p.m. on the day of the vote.
